questions in connection with land between the Military and Civil Authorities. The area marked 'A' formed a portion of the lands under discussion, and appears in connection with the first exchange suggested by that Committee; while a portion of the area proposed by Mr. Ford for the larger park was referred to in the proposed third exchange, on the subject of which negotiations are still pending.
7. In view of the acquiescence of the Military Authorities in Exchanges Nos. 1 and 2, the negotiations regarding the small park were considered to be in a sufficiently advanced state to justify a sum of $2000 being placed on the Estimates for 1901, for laying out a Public Recreation Ground at Kowloon. Delay in the final settlement of the question of the exchanges, however, prevented any real commencement of the work during that year. In September the Acting Director of Public Works reported that boundary stones had been put in to mark the South and West limits of the park, but that nothing else could be done while the Military Authorities were still in actual occupation of the ground. After some correspondence, therefore, it was decided not to begin the laying out of the park pending the reconsideration of the larger scheme and the settlement of the whole outstanding questions of Military Exchanges.
8. In March last it was suggested by Mr. Lockhart that an effort should be made again to press forward the question of the proposed large park, in order that the turning of the first sod might be made a feature of the local festivities in connection with the Coronation.
