The condition of the roads generally has been greatly improved and it is hoped that there will be no further cause for complaint. I may however mention that the practice recently adopted of affixing fine grids to the gully gratings has resulted in considerable damage being caused to the roads in many parts. These grids are very easily choked and consequently the water during heavy rainstorms cannot escape by the gullies. It thus overflows the roads breaking up the surfaces or depositing mud over them. If the roads are to be maintained in a satisfactory condition these grids must be dispensed with, at all events during the rainy season.

The Vote has been encroached upon to the extent of $5,675 on account of a new Steam Roller. There are now two of these rollers at work.

With regard to (3), considerable minor works have been carried out under this heading towards augmenting the supply of water. These were primarily undertaken on account of the recent drought, but are of a nature to afford a permanent increase in the supply.

With regard to (4), it was anticipated that much greater progress would have been made with several works before the end of last year. This was found impossible however, with the result that a large expenditure is necessary this year in order to overtake the work.

Storm-water nullahs and drains and sewers have had to be constructed and extended on account of the recent large developments in Kowloon and the outlying parts of the City.
