Slabs were used as a base for their erecting such piers and I assume that the Government would have the power to grant a license, terminable at will, to erect such a structure on the foreshore. But I do not wish unduly to press this suggestion, but I should be glad to receive fuller explanations.
5. In the meantime, no advice will be sent to H. E. the Governor on the subject. Vide No. 11 of 1902. I have received.
