Sir,

Referring to my Despatch No. 120 of the 1st of April last, and to your telegraphic reply of the 10th ultimo, I have the honour to transmit the enclosed copies of a conjoint Report by Mr. Osbert Chadwick and Professor V. J. Simpson on the question of the housing of the population of Hongkong to which is appended a Draft Bill to consolidate and amend the Laws relating to Public Health and to Buildings.

The Report and Draft Bill have only just been received from the Printers and I am not as yet in a position to address you on the subject of the new appointment of Sanitary Commissioner which is recommended by Mr. Chadwick and Professor Simpson, and for which provision has been made in the Draft Bill, but I hope to be able to do so shortly.

I concur generally in the proposed amendments of and additions to the existing Laws relating to Public Health and Buildings set out in the Bill, and I am taking steps to introduce into the Legislative Council a Bill on the lines of the Draft submitted by the signatories of the Report.

As the revised Building Health Order, has already been introduced into the Council (vide para 32)

we had better wait till we get the Order passed, before making Mr Green's suggestions for the amendt of the said Order & his taxation suggestion had better wait until we get the taxation proposals, which, in another despatch, the Daily promised to send by an early mail.
