I have examined the accompanying Ordinance, entitled
An Ordinance for authorizing the Construction of a Tramway within the Colony of Hongkong,
and I am of opinion that the Ordinance is one which is not contrary to the Governor's Instructions.
This is an Ordinance to authorize the construction of a Tramway within the Colony of Hongkong as laid down by section 3 of the Ordinance.
Various Tramway Ordinances have been passed in times gone by, but with one exception (viz what is usually called the Peak Tramway) these have all fallen through.
