With reference to the proposed scheme for Sterling Salaries which was transmitted to you under cover of my Despatch of the 11th December last (which need no longer be treated as Confidential), I have the honour to inform you that it is proposed, on the recommendation of the Colonial Treasurer, to calculate the rate of exchange for Sterling salaries on the average ruling from 1st July to 30th June, and to adopt 1/4 of a penny as the minimum amount involved in the calculation of the dollar equivalent of Sterling salaries, as it is in calculating exchange compensation.

I shall be glad to know in due course whether these proposals meet with your approval.
