increase in the existing staff may be found adequate. Should the provisions, however, undergo serious modification or be deleted, in passing the Bill, the addition of two Inspectors would certainly not be sufficient.
The supervision exercised during the past 2 or 3 years must necessarily have been of a very perfunctory nature in consequence of the vast amount of building work in progress and the inadequacy of the Staff. As Er. Tooker states that he made representations to Mr. Ormsby regarding the inadequacy of the Staff, it appears that the responsibility rests principally with the latter.
