I have the honour to acknowledge the receipt of your Despatch No.99 of the 10th ultimo regarding the collapse of houses in Cochrane Street in August last, and to inform you that I have communicated the terms of the third and fourth paragraphs thereof to the Officers responsible.

With regard to paragraph 5, in which you express a desire to be informed as to the steps which it is proposed to take to prevent a recurrence of such accidents, I have to transmit for your information the enclosed copy of a report by the Director of Public Works. From this it will be observed that considerable benefit is expected to be derived from proposed special provisions in the new Building Ordinance, to which I made reference in the last paragraph of my Despatch No.199 of the 13th instant.

A Commission which has recently reported on the Public Works Department has also recommended an increase of staff to render possible increased supervision over buildings in course of erection or alteration. I hope to be in a position to address you soon on the subject of the Commission's report, which was transmitted to you under cover of my Despatch No.189 of the 9th instant. Meanwhile the Officers concerned in the supervision of building operations have been instructed to exercise...
