I do not quite understand what rates of salary it is proposed shall be drawn and you refer to the scheme approved by me, but in the correspondence which is noted in the margin (Gov. 44 Sets Tall 10745, Ju Oct 1, Dec 13, CAC 4, S ofs. 49, 6 Jan 14 Feb 1, S ofs. 413) which has passed between the Governor and my office on the subject of allowances in the Secretariat, the rates of salary proposed have been treated as personal and no scheme has been forwarded to the officers concerned, although they shall be said to receive a list of the Clerkships in the Colonial Secretary's Office, with the names of the officers holding each post, and the amount of the salary attached.
