I have the honour to acknowledge the receipt of your Despatch No. 79 of the 14th. of March respecting the proposal that all officers of the Hongkong Service should receive gratuitous Medical attendance from the Government Medical Staff.

Officers drawing salaries under $2,000 a year are already entitled to free Medical attendance for themselves, their wives and children at their own homes, most of them however when seriously ill go to the Government Civil Hospital. These subordinate officers mostly reside in Victoria.
3.
Government Officials are also allowed the privilege of being treated in the private wards of the Government Civil Hospital at half rates, those occupying 1st. Class wards at $3 a day and those occupying 2nd. Class wards at $2 a day.

As you are aware the residences of European Officials are widely scattered, many of them living in the hill districts which are difficult of access, and it would not therefore be possible with the present Staff to attend them at their residences. I have however consulted the Principal ...
