I have postponed for the present the second reading of the new Buildings Consolidation and Amendment Bill which formed the subject of your telegram of the 13th February and my Despatch No. 89 of the 17th March last. I was assured that the Bill did not embody the whole of the recommendations which the experts intended to put forward, and that if the Bill passed in its present state it would have to be supplemented in the near future by an amending Ordinance. I therefore thought it expedient to postpone it for a short time until I could receive the final reports of these experts, so that when the Bill was brought forward it might have a reasonable hope of finality at any rate for some time, as nothing is more injurious to commerce or capital than a constant succession of amending Ordinances.
