With reference to C.S.O. 2531/00 and C.S.O. 285/54/01, regarding the transfer of Messrs. Wolfe and Ross to this Government from that of the Federated Malay States Settlement, I think it would be well to have the seniority of these and the other members of the Cadet service clearly laid down.

The only question arises with reference to the positions of Messrs. Clementi, Wolfe, Ross, and Wood.

Strictly speaking, Dr. Wolfe should be senior to all those gentlemen, as he was appointed to the Malay States in 1878, whereas Messrs. Clementi, Ross, and Wood were all appointed in 1889. But when Dr. Wolfe was transferred to this Colony, he was an unpassed cadet, but Mr. Clementi was already a passed cadet.

Does Dr. Wolfe rank above or below Mr. Clementi? Moreover, Mr. Wood belonged to the Federated Malay States service the same year, it may be argued that if Dr. Wolfe is to be regarded as not junior to Mr. Clementi, he should also be...
