4. Surely the one essential for educational work is a School for training Teachers. If this is essential in England, is it not so in Hong Kong. If educational work is to be carried on effectively among the Chinese, a great deal of it must be done by the Chinese, for that reason the Chinese Masters should be trained.

It would, I believe, be impossible, besides being very expensive, to maintain an English staff qualified to teach the junior classes. The Report shows that through dearth, sickness, promotion & retirement, the Queen's College staff is always below par, and so are the other Schools, even more so.
