Memorandum

"The Report of the Committee on Education" is that the condemnation of educational work being done in all Schools in Hong Kong is much too severe. Though there are immense difficulties in the way, it does not. The difficulties by which Education is beset are due to the fact that the Chinese in Western Pursued beeel. Twenty-five years of experience in Vernacular Middle Schools on the Mainland have taught me not to look for more than I find in many similar Schools in Hong Kong.

Regarding the Coordination of the work in the Schools, I have carefully studied the papers referred to, & I have no hesitation in saying that the judgement so strongly expressed about the quality of the work is unjust. I recommend that...
