In connexion with C.O.D. No. 225 and 416 of 1901,

I have the honour to recommend for the consideration of His Excellency the Officer Administering the Government the desirability of urging on the Right Honourable the Secretary of State for the Colonies the pressing necessity of filling the two (or three) vacancies on the English Staff of this College. Mr. Secretary Chamberlain, in C.O.D. 416, desired to await the Report of the Education Committee, before making any appointment; but as that Committee recommends a total of Eleven English Masters, there appears no cause why the three Junior Assistant Masters, recommended by them, should not arrive here by the 1st of September in time to begin the Autumn Term.

The two Assistant Masters, whose salaries are on the Estimates and for whom particulars of Office have already been provided are urgently required, as their offices will have been vacant for over a year, and we are shorthanded by the absence of Messrs. Dealy and Jones on leave and by the temporary transfer of Mr. Wong Ming to the Magistracy.

The additional Assistant Master recommended by the Committee should arrive at the same time, if possible, and in this connexion I would venture to point out that $784.07 have already lapsed in four months to the Treasury and at least
