It seems to have been agreed that entirely it would be unwise never to confine the College to higher education, and therefore the same reasons that make it linking Vernacular Schools to Anglo Chinese schools seem to me to exist in favour of having Vernacular classes in this most representative school in the Colony.

The restoration of the Chinese school or Vernacular classes is warmly advocated by Dr. Wright and apparently favoured by yourself, but I presume that additional expense will be involved, and that there may be difficulties of housing and management.
