I am afraid this report is to some extent the work of fad dists, but the main principles seem sound.
We have practically admitted that British children whose home language is English ought not to be educated side by side with Chinese-speaking natives.
I am afraid that the opinion against this separation is not offered in a very sensible way. Dr. Wright's common sense has also facilitated the acceptance of the corollary that English-speaking children should be taught in English until they know enough English to render it unnecessary to continue in Chinese.
