Prevent them from applying for
Medical Examination in
connection with the War
Fund, but that
now
you
have
directed Heads of Dept.
to call
upon
all successful
candidates to prevent them from presenting themselves to the
Receiving Officer. I do not clearly understand whether this is
intended to take
the place of
preliminary appointment of
to fill Employment in the Civil
Service
Entry
or merely to
apply to the Wides and
Chinese Pension Fund. If
the latter, I must point out that the existing
rules distinctly enjoin that all
members of the fund
being all public officers permanently employed
or permanent civil servants.
shall
undergo medical
Examination and I do not consider that the law should
in this respect
be amended otherwise.
There is
the risk of incurring unnecessary pension Charges;
and
therefore the
proposal to require
such
an
examination
in future.
LAA
however, it is
of essential
importance that
no
person
shall be appointed permanently
to the Civil Service
without
a
careful medical
Examination.
I agree in this
view.
It is sufficient for the purposes
of the War Fund.
