A specification, prepared by me
is attached to the Despatch and it is intended that copies of it should be sent out, at once
by the Crown Agents to certain Firms, a list of whose names I enclose,
so that tenders may be received from them by about the 1st July. Chadwick will probably
be back in England by that time
and will consider and advise upon the tenders received.
I therefore submit that the Agents be instructed to take the steps above indicated. It will be desirable to inform the Secretary of State for the Colonies of what is being done in the matter
as the scheme has not been
submitted for his approval.
