I have learned that the late Postmaster-General died on the 23rd January last.
I would therefore most respectfully beg to offer myself as a candidate for the appointment, or for any post that may be rendered vacant as a result of the death of the late Commander Hastings.
I entered the service of the General Post Office at Plymouth in 1883 and passed the Civil Service Examination as a Sorting Clerk and Telegraphist, and performed all duties appertaining to that Class, and was eligible for a postmastership at home. I have had experience in all branches of Postal work.
I was transferred from Plymouth to the Inland Section, General Post Office, where I was employed in the Office of the Sub-Controller of the London Postal Service in the following branches viz.:-
1. On the Incidental Expenses Accounts of the Foreign Registered Letter, Inland, Newspaper and P.O. Sections P.D., also in the Registry of the Sub-Controller, and on other duties. Latterly I was in charge of the Bank Holiday arrangements, and the time owing to officers of the Inland Section P.O. I would beg to point out that while performing the latter duty I dealt with over two thousand officers to the satisfaction of the Sub-Controller L.P. Service.
I was appointed an Examining Supervisor at the General Post Office Hongkong on the 23rd January last but I find the post is not such as I had anticipated and I have little opportunity in that capacity of using that official knowledge which my employment in home service gave me.
I might add that I am the only officer in the General Post Office at Hongkong holding a certificate of qualification from the Civil Service Commissioners as a Sorting Clerk and Telegraphist and I trust that my past record and experience may receive your consideration and support.
