In the past, been recognised as a post to which Cadets may be appointed. It requires a considerable amount of technical training, but not more than may be easily acquired by anyone of good mental and educational equipments. I have, therefore, the greatest confidence in recommending for this appointment Mr. C. Mcl. Messer, who after several years of useful work has proved himself an able and most painstaking Officer. He was the first of the junior members of the Cadet Service to be sent for special duty into the New Territory, and during his residence there in 1899 and 1900 accomplished a great deal of hard work which has since proved of much value in connection with the Indian Survey and Land Court Departments. He acted as Colonial Treasurer during the whole period of Mr. Thomson's last absence on leave, and gave every satisfaction in the performance of the responsible duties of that high office. I may add that I intend to re-appoint him to act as Treasurer during the short period in which Mr. Thomson will act as Colonial Secretary, pending the arrival of Mr. May.
Mr. Messer sat for a year as an ex officio Member of both Councils. I am of opinion that the nature of his abilities as well as his seniority as a Cadet fully entitle him to receive every consideration in connection with the vacancy to which I have referred; and I am confident that, if given this appointment, Mr. Messer will justify the high opinion which I have expressed of his qualifications.
