Treasurer and the Acting Postmaster-General and they are of

opinion that before Post Offices are opened in other parts of

the Chinese Empire, those already recommended at Tientsin

Peking and Chefoo should first be considered.

In view of the fact that the creation of

Post Offices and the affording of postal facilities is a

matter of Imperial interest, I desire to ask whether you

would sanction the establishment of British Postal Agencies

at the three places above mentioned and what increase in the

postal subsidy you would be pleased to recommend.
