The lots are to be used for the same purpose, and some portions of the Dock, as at present proposed, will be constructed on Marine Lot 3, whilst other portions will be on Inland Lot 6. The two lots are adjacent, the boundary line between them being irregular. It will probably be quite impossible to define the boundary line on the ground on account of the Dock and Buildings connected with it standing partly on one lot and partly on the other. It would, therefore, be a distinct advantage to include both in one lot. Neither the Director of Public Works nor the Acting Land Officer see the least objection to this being done.

5. If you concur in my opinion that the lots should be amalgamated and that the lease should be granted for 999 years, I presume that the condition as to the commencement and completion of the Dock within ten years should be transferred to the amalgamated lots. I am also of opinion that the lease should date from April 18th, 1900, the day on which Marine Lot 3 was sold, and that the condition as to building should date from the same time. It would also be well to insert in the conditions of lease some provision for the revision of the Crown Rent at certain stated periods.
