I have the honour to acknowledge the receipt of your despatch No 133 of the 8th of April and to transmit to you the original Agreements of Constables Cook and Wylie.
2. These Agreements do not contain any reference to "Water Police" but it is clear from their previous correspondence with the C.A. that Messrs Cook and Wylie understood that they were engaged solely for service as Water Police and must therefore be held to have agreed to serve as Water Police only, performing not more than six hours duty a day.
3. In these circumstances I am willing to approve the proposal that their Agreements should be cancelled and they should be sent back to England.
4. With regard to paragraph 6 of your despatch I have to point out that it does not appear that copies of the "Conditions of Service" ...
