The back papers make it quite clear that these men were Engaged as "Water Police, though these Agreements do not, it is true, contain any reference to "Water Police". But these Agreements must be construed in the light of the circumstances which preceded them and of which they were supposed to remedy. And the men would think, both in law and equity, to have been engaged to serve as Water Police on a certain basis.

As to last par of 1st end, surely as you say whether the men were provided, at the time of going out with "the part of the agreement" signed by one of the bigots!!
