I have the honour to acknowledge the receipt of your Despatch No.422 of the 19th December last relative to the Estimates of the Revenue and Expenditure of this Colony for the year 1902.
2. With regard to the points raised in paragraphs 3, 7, and 8, I have at present nothing to add to what has been stated in the Despatches noted in the margin.
Governor's Despatches No.380 of 24th September, 1901. (Confidential) of the 25th October, 1101. 0.464 of the 31st October, 1901. 0.469 of the 8th November, 1901. No.494 of the 30th Do. 0.522 of the 31st December, 1901.
3. As regards paragraph 11, I shall be in a position to address you fully on that subject as soon as I have received the Report of the Public Works Commission.
4. You are correct in your presumption (contained in paragraph 4) that the saving on the Kowloon Waterworks Vote is included in the total of $358,295 at which the excess of revenue over expenditure for 1901 was estimated in Sir Henry Blake's speech to the Legislative Council.
4. I shall not lose sight of the fact, alluded to in paragraph 6 of your Despatch, that the visits of Dr. Simpson and Mr. Chadwick may necessitate considerable expenditure
