Professor Simpson says "received instructions to send in report locally." This is true, but he accepted his offer to report.
"that he is of the Govt of Hongkong" and I do not think he should have refused the Daily's request. But his reluctance has in my opinion possibly indicated that he wished local officials to report very fully.
It would have been more tactful for him not to have "intimated" Professor Simpson without communicating with us.
