It is chiefly owing to the large number of changes in the Gaol and Postal Staffs, and the numerous resignations, due to the large number of good openings in mercantile firms, that there have been difficulties in maintaining efficient Portuguese and Chinese Officers.
I have applied to the Superintendent of Statistics to reply to the two last paragraphs of Mr. Young's letter, and I attach a copy of his report, which gives the rates of mortality among Chinese and non-Chinese respectively for the past five years.
