With reference to your Despatch "General" of the 21st November, 1901,
I have the honour to transmit for the signification of His Majesty's pleasure the following Ordinance entitled
Enclosure 1 to spare copy.
"An Ordinance to define the meaning of the word "writers", as used in Ordinance No. 3 of 1871', No. 5 of 1902.
The customary Report by the Attorney General is annexed.
