Sir,

With reference to your telegram of the 13th ultimo and my reply of the 18th ultimo regarding the proposed Building Consolidation Ordinance, I have the honour to inform you that a Bill entitled "An Ordinance to consolidate and amend the Laws relating to Buildings", of which I transmit herewith three copies, was read a first time at a meeting of Legislative Council held on the 11th instant.

This Bill repeals all existing Building Ordinances.

2. As the Bill is one which will considerably affect the Architects and house-owners of this Colony, I do not anticipate that it will pass through all its stages without considerable opposition and possibly alteration. The importance of the measure, moreover, renders it impossible for the Government to pass it through its legislative stages as rapidly as might be desired. I have, indeed, granted the request of all the Unofficial Members of Council to postpone the second reading for a month, in order that they may be given time...
