Percy Thomas Crisp.

On the 24th day of August 1900 Petitioner was elected for appointment as a Building Overseer in the Public Works Department of Hong Kong and on the same day he entered into an Agreement with one of the Crown Agents for the Colonies to serve for the term of three years from the day of his arrival in Hongkong at a Salary of $1,800 per annum with exchange compensation and conveyance allowance.
The total salary of your Petitioner does not amount to $3,000 per annum.
The said agreement provides for the free passage of your Petitioner to and from Hongkong but makes no provision for the passages of his Wife and Child. Before entering into the said Agreement your Petitioner was informed on behalf of the Crown Agents that he was not entitled to the passages of his Wife and Child. Your Petitioner therefore had to pay for their passages.
