With reference to your Despatch No. 137 of the 23rd April, 1901, wherein you approved of Sir Henry Blake's proposals to establish a new Government Dispensary, I have the honour to inform you that I have appointed Mr. Lai Lai, diplomat of the Hongkong College of Medicine for Chinese, to be Superintendent of the Dispensary at a salary of $100 a month, with effect from the 1st instant. Mr. Law will for the present be attached to the Dispensary connected with the Government Civil Hospital; and in order to enable the Principal Civil Medical Officer to avail himself of his services for general medical work instead of or in addition to his duties as Superintendent of the Dispensary, I have caused Mr. Lai's title to be "Chinese Medical Officer," and he has been made to understand that he is attached to the Medical Department for whatever service he may be called upon by Dr. Atkinson to perform. These conditions he fully understands and has accepted.

In connection with the subject of Chinese Medical Officers in the service of this Government, I have the honour to refer you to Sir Henry Blake's Despatch No. 205 of the 31st July, 1899, in which he asked for your approval of the appointment of Mr. Ho Nai Hop to be Chinese Medical Officer.
