Report on Ordinance No 1 of 1902.
I have examined the accompanying Ordinance, entitled
An Ordinance to authorize the making of Regulations
with regard to Rats,
and I am of opinion that the Ordinance is one which is not contrary to
the Governor's Instructions.
The object of this Ordinance is to enable such Regulations to be made as may be deemed expedient to provide against the spread of plague infection by rats. A seaport such as Hongkong is specially liable to this danger, having regard to the large number of vessels which enter the harbour and discharge cargo.
