In anticipation of the event, they had inspected the Territory and decided that a stream in the mainland in the vicinity of the bay would be a suitable source of water. The stream was located at a considerable distance from the bay and varied seasonally.

They had come to the conclusion that the most favourable site for a waterworks was at a location about 4 miles distant in a north-westerly direction. Samples of the water collected from two points, which were submitted to the Government Analyst, showed that it was suitable for potable purposes.
