The situation was aggravated by the fact that the heavy rains ceased in the middle of August, whereas they usually extend to the beginning of October, and occasionally later, and, as a consequence, even the flow from the reservoirs was greatly diminished by the time the dry weather really set in.

The following is a statement showing in tabular form the rainfall during the latter half of the year compared with the average:

It's obvious that during this period, within which rain was expected to fall, it was clear that steps would have to be taken to conserve the supply of water available in order to make it last until the next wet season. It was therefore recommended that the intermittent supply should be reintroduced on the 11th November, with water being supplied for 100 hours.
