Sir,

I have the honour to report for your information that the rainfall in this island during 1901 was the second lowest on record and that it therefore became necessary for the Government to consider the question of conserving the supplies on hand and also of supplementing the usual sources of supply. The accompanying report by the Director of Public Works sets out in detail the steps which have been taken to meet the difficulty which, as you are aware, is one which causes grave anxiety in this Colony.
