With reference to your Despatch No. 413 of the 13th of December, 1901, I have the honour to inform you that Mr. Drayson arrived in this Colony on the 23rd instant, and entered upon the duties of his post as Chief Clerk in the Colonial Secretary's Office.
2. In accordance with the instructions contained in your telegram of the 18th ultimo, I have issued orders that no letter of appointment shall be given to Mr. Drayson until the arrival of your further Despatch therein mentioned.
3. I shall be glad to receive instructions as to whether Mr. Drayson should become a contributor to the Widows and Orphans' Fund during the term of his engagement in this Colony, as no mention of this point appears in the correspondence. I understand that his service here will count towards pension under the Hongkong Pension Minute; but as it is possible that he will not remain in this Colony beyond the term of years for which he has been primarily engaged, I am not clear as to whether he should, for the purposes of the Widows and Orphans' Fund, be considered a permanent member of the Civil Service of Hongkong under the first Subsection of Section...
