I am directed by Sec: St: to transmit to you to be laid before the Marquess of Lansdowne a copy of a despatch from the Acting Gov of Hong Kong enclosing correspondence with H.M.'s Consul at Saigon on the subject of the payment of the cost of Government telegrams.
2. In Mr Chamberlain's opinion it would be simpler and better to dispense with this interchange of accounts, leaving each party to bear the cost of the telegrams which it despatches
