The plans were to be removed; and shut the plaus had also been deviated from in several important respects.
No inspection had been made by the Public Works Department before the plans were approved, nor had any inspection been made by the overseer under the Building Ordinance during the progress of the work.
It was also brought out that, had the condition of the walls been ascertained at the time the plans were submitted to the Public Works Department, they could have foreseen what happened; but it had not been the practice for the officers engaged in carrying out the provisions of the Building Ordinance to break into walls in order to examine them before approving plans submitted by European architects for alterations and additions to old buildings; and that the staff in question was quite unequal to the duties imposed upon it.
