Cochram Street is situated in the Central District of the city of Victoria, extending upwards from Quiles Road to Colony Pool Road. On both sides, except where other streets intersect it, it is continuous building occupied as shops on the ground floor and dwellings on the upper floors.
434 were built out of 900 plans were submitted under the Building Ordinance to the Public Works Department, by various Architects, for making alterations & additions to the houses. The plans showed that another story was to be added to each house, thus making them in all four stories high.
After the usual examination by the officers of the Public Works Department, it was found that they complied with the provisions of the Building Ordinance, and the plans were approved.
