I am directed by Mr Sec: Cham: to ack: the receipt of your letter of the 18th instant on the subject of the extension of the Penny Postage system to the British Postal Agencies in China.
2. The promised despatch from the Ag: Gov: has now been received and I am to enclose a copy for the consideration of the Marquess of Lansdowne.
3. Mr Chamberlain is disposed to think that in the circumstances, it would be best to agree to the continuance of the 4 cents rate, and He would be glad to learn whether Lord Lansdowne concurs in this view, and would suggest that Sir E. Satow should be asked by telegraph whether he has any strong objection to this proposal.
4. A letter has been addressed to the Treas. asking for their Lordships' concurrence.
