This is not by any means a satisfactory explanation but now that the reduction has been made I think it would be best to accept the position if the Treasury and F.O. will agree.
Send copy to Treasury and suggest that in the circumstances the 4 cent rate should be allowed to remain in force & a corresponding reduction made in the postage rates from England to these Agencies. And write similarly to the F.O. asking them to ascertain from Sir E. Satow by telegraph whether he agrees to this. And send to G.P.O. a copy of this despatch and a copy of our letter to the Treasury.
