It was stated in reply that there was no record of its introduction, and that it appeared to have existed for half a century or longer. The suggestion was added that possibly the privilege was borrowed from India when the Straits Settlements were under the regime of the East India Company.

I shall be glad to hear whether you are of opinion that the Public Officers of Hongkong should be allowed to participate in a privilege which has so long belonged to the Officers of the sister Dependencies and which would undoubtedly be a valuable one to those who are obliged to spend the greater part of their lives in so trying a climate as that of Hongkong.
