With reference to your Despatch No. 396 of the 4th ultimo, I have the honour to inform you that, as suggested in paragraph 3 thereof, Sir Henry Blake intended in his Despatch No. 430 of the 22nd October last to refer to the fees for Medical attendance paid by Cadets while studying the Chinese language at Canton and elsewhere. In view of the concluding portion of your Despatch, therefore, I have issued instructions that unpassed Cadets shall receive in future the same privilege as regards Medical attendance that belongs to the Cadets of the Straits Settlements and Federated Malay States.

With regard to the 2nd paragraph of your Despatch under reference, I have to inform you that Government Officers in Hongkong, exclusive of unpassed Cadets and those who draw under $2,000 a year, do not enjoy the privilege of free Medical attendance. I am not acquainted with the reason of the exclusion of Hongkong Civil Servants from a privilege which belongs to the Civil Servants of the Straits Settlements and Federated States, and I venture to express the opinion that the anomaly is one which should not be allowed to continue.
