I should like to know why the negotiations with Ceylon broke down. Ask them to state that it was hoped in the first instance to get there plans from Ceylon, but that this was not done though they were asked for in October and November last, and that as the plans are urgently required, it is hoped that they may be sent out at the earliest feasible date.
But before doing either of
