with a M. Ellis (now Auditor Gen'l) or Colmer,
late Government Agent of
80 years, a man of unquestioned ability, with a good knowledge of land settlement & police administration, which would be useful in Hong Kong. He was Government Agent of Jaffna & likely to be active with success as Colonial Secretary of Ceylon, an officer with one year's less service than M. Ellis. The Governor considers that Mr. Jevers should be given an honour.
I would propose to ask Sir West Ridgeway which of these two he would recommend for the post. I believe Mr. Jevers to be the more suitable; if Mr. Ellis were appointed, we might fill his post as Auditor General from outside.
