are urgently required, many of them being of importance from a sanitary point of view, and strongly urging the Government to take immediate steps to place the staff of the Public Works Department on a scale commensurate with the demands made upon it, the necessity for which was pointed out by the Unofficial Members of Council in 1899 and has since been reiterated by them.

And, further, that this Committee is of opinion that, in consequence of steps having been taken to increase the staff, works for augmenting the water supply and making other absolutely necessary provision for the great expansion which has occurred in the Colony have fallen into arrear with the result that the city, containing 211,900 inhabitants, is now confronted by a serious water famine and important enterprises are seriously retarded.
