We told the Governor in telegram 41680/01 that he should try to reduce the estimated expenditure by at least $200,000.

I see that it was clear from the nature of the estimated expenditure that the only heading under which substantial savings could fairly be effected was that of "Public Works Extraordinary." Instead of carrying out his instructions, and reducing the estimate, he referred the matter to the Public Works Committee, which consists of two officials and three unofficials.
