with this question,
you forward copies of former
minutes
of Public Works and the
Attorney General on the application of Mr. L. Gibbs dealt with in despatch No. 340 of the
24th October, 1900.

I have to
inform you that after consideration of the arguments put forward
in the enclosure to your
desp., I am of opinion
that the decision
embodied
in
desp. above
referred to should be
reversed. Mr. Gibbs may
accordingly be paid the proportion of the
increment of $600
which he claims for the period from 1 January to
31 March 1900.

raised in
paragraphs 1 and 2 of your despatch.
