With reference to paragraph 13 of your Despatch No.118 of 12th April, 1901, and paragraphs 5 to 9 of Sir Henry Blake's Despatch No.54 of the 10th February, 1900, I have the honour to transmit for your consideration the enclosed copies of a Bill entitled "An Ordinance with reference to Collisions between Junks and Ships", which has been drafted by Mr. W. Meigh Goodman, Attorney-General, and to which he has appended the objects and reasons for the introduction of this measure.

2. The Bill has met with the approval of the Executive Council, but before its introduction into Legislative Council, I have considered it advisable to submit it to you, in view of the point raised by the Attorney General in the last paragraph of the objects and reasons.
